According to the Ministry of Environment, the Seoul Metropolitan Government has set up countermeasures for 1,610 complexes where the collection of waste vinyl was suspended. Currently, the waste is being normally collected in 1,162 complexes and the collection of waste vinyl for the remaining of 348 complexes will be normalized as soon as possible.

Urgent measures are also being taken to stabilize the recycling market. In order to support waste screening companies, the government decided to amend related laws and regulations this week to reduce the incineration cost of residues.

Meanwhile, in order to improve the wrong separation and emission of polluted vinyl and waste mixture, pointed out as the most difficult point of collecting companies, the government will carry out promotion of proper separation, emission, publicity and on-site monitoring together with civil society until June.

Emergency measures are in place, but the underlying problem remains. As the price of collecting vinyl dropped, the situation of refusing collection took place, so similar situations can happen at any time depending on the market situation.

In addition, since the problem of recycling garbage disposal, which is a public area, has been left to the private sector, such as collection companies, the capacity of the local governments has been seriously lacking.

The Ministry of Environment is also hard to avoid responsibility. The problem of lack of economics such as waste vinyl and waste plastics has been raised for decades, but is still not resolved.
