[The Hwankyung Ilbo] As the unprecedented heat wave over 40 degrees continues for several days, it is spreading to second damages such as algae and red tide as well as loss of human life and property. The Ministry of the Interior and Safety upgraded its own heat wave countermeasures headquarters to pan-government heat wave countermeasures headquarters including eight ministries and two administrations.
Since the current Framework Act on the Management of Disaster and Safety does not specify the heat wave as a type of disaster, it operates in the form of a "pan-government heat wave countermeasures headquarters", but it is operated at the level of “Central Disaster and Safety Task Force”.
The Ministry of the Interior and Safety emphasized that all administrative powers that can be utilized, such as reserve funds and disaster management funds, should be used by municipalities, and decided to support the special subsidy tax, which has been issued to the extent of 10 billion won, to prevent the second damage of the heat wave, such as greenery and red tide.
“We are worried about the unprecedented heat wave that causes the people to suffer every day and about the situation in which the damage to the people is growing,” said the Minister of the Interior and Safety. “We will do my best to prevent the spread of damage caused by the heat.”
