[The Hwankyung Ilbo] The National Climate and Environmental Council under direct control of the President held a press conference on September 30 to announce the first public policy proposal to resolve the fine dust problem.

The main goal of the first policy proposal is to designate from December to March as a ‘high-concentration fine dust season’ when fine dust levels rise, and to reduce fine dust emissions by more than 20% (23,000 tons) from the previous year through intensive reduction measures.

The first public policy proposal is the first fine dust seasonal management plan focusing on high concentration seasons, and is an unprecedented measure that includes the suspension of up to 27 coal power plants and the complete restriction on the operation of emission-grade 5 vehicles.

The first public policy proposal announced by the National Climate and Environmental Council consists of 21 short-term core tasks in seven categories.

In the industrial sector, the government will address public distrust by cracking down on illegal activities, and take support measures.

In the transportation sector, the government will restrict the operation of old vehicles and old construction machines, and advance the use of low sulfur fuel oil by ships in inland waters.

In terms of health protection, the government will expand fine dust shelters and intensive management zones, and apply health insurance to health masks.

“The policy proposal announced this time is a very innovative measure that has never been presented before,” said Ban Ki-moon, chair of the National Climate and Environmental Council.
