Reflected in the performance evaluation of written tests not related to cleaning, and evaluation of attire

[The Hwankyung Ilbo] The Ministry of Employment and Labor (Minister Ahn Kyung-deok) conducted a survey on the death of a cleaning worker at Seoul National University on the 26th of last month (7.15.~7.28) on the bereaved families, actors, and workers.

The matters judged as bullying in the workplace are the inspection and evaluation of the clothes, the performance of the written test, and reflection of the work evaluation of the test results to the cleaning workers. 

The Labor Standards Act prohibits bullying in the workplace, requires users to conduct fact-checking investigations without delay, take protective measures against victims during the investigation period, and take necessary measures against agents if confirmed to be true.

If you look at the facts that correspond to bullying in the workplace in detail, many of the written test questions included contents that were not related to cleaning work.

During the test, the actor posted a presentation screen that said that the test results are randomly reflected in the work evaluation, even though there is no work evaluation system.

In addition, considering that written tests without prior education are not appropriate as an educational means and did not precede written tests, the written test and the reflection of work evaluation are harassment in the workplace. 

The actor asked the workers to attend the second business meeting in dress code, wear off work clothes for the third business meeting, and the actor applauded some of the workers' clothes during the meeting.

Interfering with the attire of attending the meeting and giving a decent review without any grounds for service regulations is an act of harassment in the workplace.

The Ministry of Employment and Labor notified Seoul National University of the results of the above investigation and immediately directed improvements and recurrence prevention on "conducting written tests and reflecting work reviews" and "dress inspection and reputation" unrelated to cleaning workers.

The Ministry of Employment and Labor had Seoul National University establish improvement measures, recurrence prevention, and organizational culture diagnosis plans so that all workers could see them and submit the results of the measures to the local labor office.

In addition to taking necessary measures against the actors, a special prevention education plan for bullying in the workplace was established and implemented for all workers at Seoul National University, including living conditions.

The Ministry of Employment and Labor plans to take stern measures, including Seoul National University under labor supervision, if it fails to implement improvement guidelines.
