The current Framework Act on the Management of Disasters and Safety stipulates requirements for safety management in order to protect people's life and physical property from disasters caused by natural disasters such as typhoon, flood, heavy snow, drought, and Yellow dust.

However, it is pointed out that the abnormal climate caused by global warming such as fine dust, heat and cold is not included in the disaster, so there is a limit to the budget support in case of damage as well as prevention and response to the body and property damage of the people.

The amendment clarified the extent of natural disasters, such as 'abnormal weather due to global warming such as fine dust, heat and cold,' and enabled systematic responses and support at the national level.

If the amendment is passed, heat, cold, fine dust, etc., will be designated as natural disasters and a disaster management manual can be established from the preventive stage to establish systematic measures in advance.
