Shin Chang-hyun, a lawmaker for the Democratic Party, proposed an amendment to the Road Traffic Act, which restricts the speed of traffic of children's protection areas, and elderly and disabled roads on the inner-city roads to 50 km/h and 30 km/h respectively.

The current Road Traffic Act restricts the speed of all roads except highways and exclusive road for motor vehicles to 60 km/h.

According to a study conducted by the Korea Transportation Safety Authority on the possibility of pedestrian injuries by road speed, the likelihood of pedestrian injuries at 60 km/h was 92.6 percent, compared with 72.7 percent at 50 km/h.

In addition, unlike the concern that traffic congestion would increase, the differences of the average traffic speed was found to be small, and the arrival time to the destination was not so large as 2~3 minutes.

“An average of 3.5 people per day are killed in pedestrian traffic accidents,” Shin said. “In order to cut the number of deaths by half by 2022, we need a speed limit policy.”
